I am directed to acknowledge the receipt

of your letter of the 14th. ultino, regarding the proposed

extradition of Liao Wu, and the Governor's desire that an officer deputed by you should be permitted to attend at the trial to satisfy himself that torture was not applied to

the accused.

I am to inform you in reply that the

Governor fully realises the difficulties of your position, but it appears to His Excellency that the present time-when the Viceroy of Canton is appealing for our good offices- affords a favourable oppqtunity to secure the right put for- ward by Barl Granville in his despatch to the Chinese Ambassador of August 1882 in which the following passage

occurs:-

"HerMajesty's Government would be much gratified if all objection should be withdrawn to the presence of Her Majesty's Consul or other Consular oficer at the trial of such fugitives, a privilege which is accorde?

to all other countries and notably to the Chinese Consul at Singapore, on the understanding that it would not be taken advantage of for the purpose of interposing at the trial or of interfering in any way with the proceedings of

the Court."
